Volusia County, FL Trash & Recycling: Bin Placement Rules (2026)

Volusia County's contract solid waste collectors serve only the unincorporated area. Daytona Beach, Deltona, Ormond Beach, Port Orange, New Smyrna Beach, DeLand, Edgewater, DeBary and Orange City each run separate systems. County Code § 106-103(d) tells unincorporated customers exactly where and when to set out garbage, recycling and bulk items. For a single-family residence, containers go in the parkway strip abutting the property, no farther than ten feet from the curbline or paving line; where a drainage ditch replaces a parkway, the container goes the same ten feet, next to the nearest driveway.

Customers on a private road must either allow collector access or haul their containers to the nearest public right-of-way. Multifamily properties get a collection point the collector and customer agree on. Section 106-103(d)(5) sets the clock: containers, along with any bulk trash or junk, cannot go to the curb more than 12 hours before the scheduled collection day and must come back off the curb within 12 hours after the truck runs. Uncollected bulk trash or junk left behind also has to be pulled within 12 hours of the missed pickup.

Certified handicapped residents get free rear-door pickup under subsection (d)(3), and every customer has to keep the container clear of pets or anything else that could put a collector at risk under (d)(4). If the collector and a customer disagree over where the point should be, the director makes the final call under subsection (e). Violating any part of this article is punishable under Section 1-7's general penalty schedule, per Section 106-92.
