Section 78-42(a) requires residential customers, other than large multifamily buildings, to place mobile containers curbside for collection unless the city authorizes an alternate location; backdoor collection is available for customers with disabilities or on request, though a non-disability backdoor request can carry a special service charge. Multifamily buildings of ten or more units and commercial customers place containers for back door collection under § 78-42(b) unless the city approves another location based on site constraints, traffic impact, or container type. When containers are not out for pickup, § 78-42(c) prohibits storing them in a front or side yard abutting a public right-of-way, between the building line and the right-of-way, or on the right-of-way itself, unless the city has authorized it in writing.
