Sec. " Sec. 78-41(a)(4) further requires that construction and demolition debris and yard trash be kept separated from other refuse at the point of collection, and Sec. 78-41(a)(6) notes that persons served by the city refuse contractor must also follow whatever "special provisions applicable to yard waste" appear in that contract, with the more stringent of the ordinance or the contract controlling if the two conflict. For bigger jobs, Sec. 78-7 shifts responsibility onto contractors: tree trimmers, tree surgeons and other landscaping contractors must collect, transport and dispose of all yard waste and vegetative debris generated by their own work, or arrange for a service provider to do it, rather than leaving oversized debris for the city's routine residential pickup.
A contractor self-performing that disposal must safely transport the waste to an approved landfill, keep the disposal ticket, and provide it to the city on request. Where a customer fails to separate yard trash from other refuse and the city has to sort it, Sec. 78-41(c)(1) authorizes a special service charge under the refuse contract.
