Section 78-41(a)(1) requires garbage and household trash to be drained of liquids before pickup, with garbage (other than oversized household items) bagged or otherwise secured; oversized household trash is set beside the refuse container on regularly scheduled collection days, and refrigerator or freezer doors must have their latches removed before collection. Under § 78-41(a)(2), all trash other than oversized household items must be contained in closed garbage containers, plastic bags, or bundles tied securely and weighing no more than 40 pounds; the exception is ordinary yard-care trimmings such as palm fronds and limbs, which may go out uncontained as long as they do not exceed six inches in diameter and five feet in length.

If a household generates more refuse than its containers hold, § 78-41(a)(2) allows temporary alternate containers capped at the same 40-pound limit. Construction and demolition debris and yard trash must be kept separated from other refuse at the point of collection under § 78-41(a)(4), and the resident is responsible for cleaning up any spillage or overflow under § 78-41(a)(5). Section 78-5 layers on additional prohibited acts: no burning solid waste in the city without a federal or state permit, no dumping in underground containers, and sharp materials like broken glass or razor blades must be wrapped or boxed to protect collection crews before they go out for pickup.
