Sec. 78-41(a)(3) sets the prep standard for curbside recycling: recyclable glass, plastic containers and metal food containers "should be rinsed," plastic caps and pumps removed before being set out, though metal cans don't need flattening and labels don't need to be stripped off cans, plastic or glass. Newspapers need to be free of food and other contaminants when placed in the recycling container. Construction and demolition debris and yard trash must be kept separated from other refuse at the point of collection under Sec. 78-41(a)(4).

On containment, Sec. 78-41(b)(4) requires that any container used to collect recyclable materials be marked with words like "recycling" or "recyclable," the chasing-arrows symbol, or "No Trash," so it is visibly distinct from a garbage container, and Sec. specifies that containers a service provider supplies for recycling are to be used solely for recyclable materials. "Recyclable materials" itself is defined in Sec. 703, the state solid waste statute. Commercial and industrial customers that generate source-separated recovered materials get a further option under Sec. 78-37(a)(2): they may use a service provider other than the city's own refuse contractor for that recycling stream, and doing so exempts them from the city's recycling service fee under article II of chapter 78.

Where a customer fails to source-separate recyclables from trash and the city has to sort it out, Sec. 78-41(c)(1) authorizes a special service charge billed through the city refuse contract.
