Sandy Springs, GA Trash & Recycling: Bin Placement Rules (2026)

Sec. 46-24 of the Sandy Springs City Code sets container standards that every private hauler must follow when it rents, leases or otherwise provides bins to customers. " Containers must also be "equipped with stable covers to prevent blowing or scattering of refuse while being transported for disposal," and, apart from bins used solely for rubble or construction debris, must have covers that also keep out animals while sitting at the customer's site (subsections (2)-(3)). Every container must be "periodically cleaned, maintained, serviced and kept in a reasonably good state of repair" to avoid odor and rodent or fly harborage, and must be "kept free from graffiti, rust, broken and nonoperational parts and pieces, and litter" in the surrounding area (subsections (4) and (7)).

Subsection (5) requires each container to be "clearly marked with the company's name and telephone number in letters not less than 1½ inches in height," the same marking standard applied to collection vehicles under Sec. 46-23. Subsection (8) makes it each hauling company's responsibility, not the resident's, to educate customers on these container regulations and on industry standards for keeping the area around bins looking presentable.
