City-owned garbage and recycling carts must sit between the sidewalk and curb, or another spot the Department of Public Works commissioner approves, no more than ten feet from the curb: carts outside that zone count as "not set out" and get skipped. Carts can't block sidewalks, wheelchair routes, or traffic. Set them out no earlier than 7 p.m. the evening before collection and pull them in by 9 a.m. the next morning. Dumpsters serving multi-family or commercial properties need three-sided screening six to eight feet tall, per Code § 130-38(d)(3)d.
