Stamford, CT Trash & Recycling: Bin Placement Rules (2026)

Both placement rules sit inside the same collection-responsibility section that sets up Stamford's trash service, and both apply equally to recycling bins, not just trash cans. Under § 137-2(A)(3), an approved container can't go out any earlier than the day before the scheduled collection day, and wherever it's placed, it can't sit below ground level or rise more than ten inches off the ground, a standard the Director of Operations set to keep containers accessible to collection crews and clear of hazards. Once a container has been emptied, § 137-2(A)(4) gives the resident two days to bring it back in, whether it held trash or recyclables; a container left at the curb or in the street beyond that window is out of compliance even though the material inside was collected on schedule.

The Director of Operations retains authority under § 137-2(A)(5) to change container shape, size and placement requirements as the city adopts new collection methods and equipment, so these specific numbers can be updated by administrative rule rather than a new ordinance. The underlying container itself also has to be one the Director has approved and used for material bagged in plastic under § 137-2(A)(1), so an unapproved bin or barrel doesn't get the benefit of these placement allowances in the first place.
