Section 181-4A(3) makes clear that a full tote is not a solution: the owner or occupant may not allow the tote to overflow, and no garbage, refuse, rubbish or recyclable material may sit on top of or outside the tote itself, so extra bags left beside an overfull tote are themselves a violation. Subsection (6) requires every tote to be stored behind the front building line of the street between collection days, and only the Superintendent of Highways or the Code Enforcement Officer can authorize an exception to that placement rule.

Once collection day arrives, Section 181-5B caps how early a tote may go to the curb, barring anyone from placing waste material in the public right-of-way more than 24 hours before the designated collection time, and Section 181-5C then requires the tote to come back off the right-of-way by 7:00 p.m. of the same collection day. The tote itself must stay closed at all times while stored and while waiting at the curb under Section 181-4A(1) and (2), and every owner must clean the tote as needed to stop odors and rodent problems under Section 181-4A(7).

The Superintendent of Highways and Code Enforcement Officer enforce these placement rules and may issue appearance tickets under Section 181-20, with violations subject to the graduated fine schedule in Section 181-22.
