Apple Valley, MN Trash & Recycling: Bulk Item Disposal (2026)

Chapter 50 of the Apple Valley Code of Ordinances defines a special pick-up in § 50.01 as any collection of materials other than refuse and recyclables, but which includes white goods (such as large appliances), furniture, oversized materials, construction debris and other materials collected, processed and disposed of as separate waste streams. The Apple Valley City Council did not print a bulk-item calendar or a per-item fee in this chapter. What the chapter regulates is when a licensed collector can run one.

Under § 50.04(B)(1)(c), individual residential collection is limited to 6:30 a.m. through 6:00 p.m., Monday through Friday. Operations during those hours can also be conducted on Saturdays to accommodate recognized national holidays or a special pick-up. Under § 50.04(B)(1)(n), a collector vehicle can collect within a daily residential hauling zone on a day other than the zone's permitted day to collect a missed pickup, special pickup, or when an observed holiday falls within that week. The city licenses collectors through the City Clerk, and the license fee, set in the appendix to Chapter 35, is based on the number of vehicles the applicant uses.

Households that haul their own material have a separate track. Section 50.03(B)(7) requires separate waste disposal methods for items including but not limited to auto hulks, large auto parts, used appliances, ash, sludges, household hazardous wastes, tires, lead acid batteries, used oil, yard waste and tree and agricultural wastes. Under § 50.03(B)(4), garbage and refuse can be unloaded only at a designated sanitary landfill, municipal solid waste composting facility, resource recovery facility or other facility authorized to accept the waste, and under § 50.03(B)(3) loads must be hauled in a manner that prevents leakage or any possibility of a loss of cargo.

Yard waste is handled as its own stream. Each licensed collector must offer separate yard waste collection weekly for a minimum of eight weeks in the spring, commencing on April 1, and eight weeks in the fall, commencing on September 15, or as otherwise directed by the Council via resolution.
