All containers under this section, as well as all bulk-items (e.g., furniture and appliances) shall be labeled with an appropriate sticker to be obtained from the city or its agents. Failure to so label shall result in collection costs (including any P-tickets issued in relation hereto) being billed by the city. The continued failure to pay such costs may result in placement of a lien upon the affected property and/or the initiation of the appropriate ordinance violation action against the owner thereof. Notwithstanding section 12-102(305.3.2(a)) of this article, upon written notice from the city, multifamily residential premises which receive city garbage collection services pursuant to section 12-102(305.3.2.(b)) must place all garbage, refuse and trash in sixty (60) and/or ninety-gallon mobile toters provided exclusively by municipally contracted services. Such toters shall, at all times, remain the property of such contractors. The use of wooden containers or containers made from other combustible materials for the storage of hot ashes is prohibited.
