Elgin, IL Trash & Recycling: Bulk Item Disposal (2026)

Under Elgin Municipal Code § 9.24.010, a 'bulk item or large household item' covers discarded trash compactors, microwaves, televisions, pianos, organs, tables, chairs, mattresses, box springs, bookcases, sofas and similar furniture. Section 9.24.030(C)(4) makes clear a bulk item is not collected by the city's solid waste contractor unless it carries 'a valid disposal sticker,' and subsection (D) confirms one disposal sticker is required for 'each properly prepared disposal unit of refuse, yard waste, household construction or demolition debris or each bulk item placed for curbside collection service.' The sticker itself is a roughly 7½-by-1½-inch adhesive sold at city offices, designated retailers, or by mail per § 9.24.010's definition.

Bulk items must be set out with the same timing as regular carts: on the tree bank or parkway not later than 7:00 a.m. on collection day and not earlier than 5:00 p.m. the day before, under § 9.24.030(B). A bulk item without a sticker is not 'solid waste placed for curbside collection' that the contractor will take, and if it accumulates on private property or the parkway it becomes subject to § 9.24.050's nuisance-removal process: the city can serve 48-hour written notice, then remove it and bill the property owner the actual cost of removal plus a $50.00 administrative fee.

Selling a disposal sticker without city authorization, reselling one with the adhesive backing altered, or defacing a sticker already affixed to an item are separately prohibited under § 9.24.040(J)-(L).
