64 of the municipal code, Curb Loading. 010, the director of public works, or the chief of police when the director is unavailable, decides where curb loading zones go and must post signs marking the zone and stating the hours the restrictions apply. Two categories of zone exist. 020 governs passenger curb loading zones: a vehicle may stop only for the expeditious loading or unloading of passengers, and the stop cannot exceed three minutes during posted hours. 030 governs freight curb loading zones: a vehicle may stop only for expeditious loading, unloading, delivery or pickup of materials, capped at thirty minutes during posted hours.

Outside the posted hours, general parking rules apply instead. 040, so a delivery truck cannot substitute a bus stand for a loading zone. Enforcement runs through the police department's parking control officers, who write citations for any vehicle occupying a marked zone beyond the permitted purpose or time. 120, once a registered owner accumulates ten or more unpaid parking violations, including loading zone tickets, the traffic compliance administrator certifies that fact to the Illinois secretary of state, which triggers suspension of the owner's driver's license until the fines are paid or the report is shown to be in error.
