The hours during which the provisions of this section are applicable shall be between the hours of 4:00 a.m. and 11:00 a.m. for a freight loading zone and between the hours of 4:00 a.m. and 3:00 p.m. for an extended hours freight loading zone. No person shall stop, stand or park a vehicle for any purpose or length of time other than for the expeditious unloading and delivery or pickup and loading of materials in any place marked as a freight loading zone during hours when the provisions applicable to such zones are in effect. In no case shall the stop for loading and unloading of materials exceed thirty (30) minutes. The vehicle must have the emergency flashers engaged during the entire length of time for which the vehicle is stopped, standing or parked in the loading zone. In the event that the fee in an amount determined pursuant to section 27-8 titled Fees, fines and penalties is not paid within sixty (60) days after billing, the loading zone shall be removed by the designating official.
