Elgin, IL Parking Rules: Overnight Parking (2026)

Two distinct overnight rules apply depending on where in Elgin a vehicle is parked. Section 11.60.145 governs city parks: no person may park a vehicle in any city park after 10:00 p.m. and before 7:00 a.m., full stop, with no daytime-loading or permit exception written into the section. Any police officer is authorized to remove a vehicle found in violation to a public garage or other lawful storage, and the owner must pay the towing fees and any storage charges accrued for each day it sits unclaimed before it is returned; the section ties the removal process to the same tow-away procedure used in section 11.60.205.

Separately, section 11.60.095(E) imposes a narrower overnight window on downtown streets: it is unlawful to park, or for an owner to permit a vehicle to be parked, on any street within the downtown parking zone (bounded roughly by Kimball, Center/Villa, Prairie/National and Grove/State Streets) between 4:00 a.m. and 6:00 a.m. on any day. That two-hour predawn window is distinct from the zone's regular 8:00 a.m. to 5:00 p.m. weekday time-limited parking and appears intended to clear downtown streets briefly for early-morning maintenance, sweeping or deliveries rather than to prevent all overnight parking downtown.

Outside city parks and the downtown zone's 4-to-6 a.m. window, Elgin's code does not impose a blanket citywide overnight parking ban; other overnight restrictions, such as those on named cul-de-sacs under section 11.60.096, apply only to the specific streets listed there.
