135 defines a commercial vehicle broadly, covering vehicles with an Illinois weight-classification plate above 12,000 pounds, a list of specific commercial plate designations such as flat-weight truck, tow truck, taxicab or farm truck plates, out-of-state equivalents, any vehicle with a gross vehicle weight rating over 12,000 pounds, and any vehicle designed to carry ten or more people. Subsection C then applies a flat, time-unlimited ban: no commercial vehicle, as defined, may be parked, kept or stored at any time on a public street or a municipally-owned parking lot located within or adjacent to a residence conservation district or a residence district.

130, this residential-district rule allows no parking duration at all, not even briefly, outside the exceptions the code spells out. if it is there to deliver or collect people, materials or merchandise, or to perform a service at a nearby property, covering routine deliveries, movers and contractors; and the ban does not reach vehicles operated by or for a governmental unit or public utility performing their services. Outside that daytime service window, or without a delivery, collection or service purpose, a commercial vehicle cannot legally sit on a residential street or adjacent municipal lot in Elgin.
