Bloomington, IL Trash & Recycling: Bulk Item Disposal (2026)

City Code § 21-307 governs bulk and building waste in the City of Bloomington. Pickup runs on an every-other-week curbside schedule set by the Director of Public Works and approved by the City Manager, and the first bucket per pickup is free for any residential property enrolled in the City's solid waste program. Every additional bucket set out during that same every-other-week collection is billed at the per-bucket rate in the City's Schedule of Fees. Residents who want a pickup outside the every-other-week cycle can request one, but the City then charges a pickup fee for every bucket, including the first.

Large appliances such as refrigerators, stoves and washers are not part of the routine bulk cycle at all; they are collected only after the resident requests one, under separate procedures the Director of Public Works sets. Sod and shingles are likewise excluded from ordinary bulk pickup, but once a resident requests removal, the City will take them and bill the actual cost of pickup and disposal for any amount beyond 35 pounds of material. The City also will not collect bulk waste generated by a contractor's paid work, and it will not take contaminated concrete, brick or asphalt debris under Illinois Clean Construction Act rules the Illinois EPA enforces, though clean, uncontaminated construction and demolition debris is accepted for the standard refuse program fee.
