Rowan County, NC Trash & Recycling: Bulk Item Disposal (2026)

Section 19-28(f) of the Solid Waste and Hazardous Waste chapter caps how long bulky waste, such as old furniture or large appliances, can sit outside a building or dwelling: no more than two weeks, unless the person storing it is a licensed junk dealer. The same section separately requires that any discarded icebox, refrigerator or similar airtight container left outside within reach of children first have its door removed, to prevent entrapment. Regular refuse must otherwise be kept in rodent- and fire-resistant storage under Section 19-28(d), but bulky items get their own two-week clock because they cannot practically be bagged or containerized.

For disposal, Section 19-49 requires forest and wood products, tree cuttings, brush, limbs and leaves to be segregated at the county landfill's designated area; segregated loads are accepted at no cost to the hauler. A parallel rule for construction and demolition debris in Section 19-48 charges double the standard tipping fee for any load that arrives at the landfill unsegregated. Rowan County's environmental services department, which runs the landfill and the county's Greenbox convenience center network, administers both the two-week limit and the segregation requirements; household solid waste, including bulky items, may not be dropped at the county's parks and recreation facilities under Section 19-29(f).
