21, such as bulky furniture, appliances or yard debris beyond the basic level of service, to be scheduled for a special collection, either at regular special-collection dates the City sets or through a direct arrangement with the refuse collector. Subsection (B) lets the collector supply extra containers and drop-off bodies, provide additional collections, pick up refuse from points other than the normal collection spot, or handle larger volumes than the chapter otherwise requires, all as extra services requested by the resident or business; the collector can charge for each of these under a written agreement the Director must approve, at rates that are reasonable, just and uniform for everyone served.

Subsections (C) and (D) route the most hazardous bulky items away from normal collection entirely: wearing apparel, bedding or other refuse from a home, hospital or other place where a highly infectious or contagious disease has occurred must be removed under the supervision of the County Health Officer rather than placed in containers or set out for regular pickup, and highly flammable, explosive or radioactive refuse must instead be removed under the Fire Chief's supervision at the owner's or possessor's expense. Subsection (E) gives residents a backstop if the collector falls behind: if the collector fails to deliver a requested bin or drop-off body within five calendar days of the order, and still has not provided it within 48 hours after the Director is notified of that failure, the Director may issue a written permit authorizing someone else to provide the service.
