080 governs how bulky items, anything that doesn't fit inside an approved solid waste or recycling container, get picked up in Newport Beach. Because different neighborhoods are served by different City-licensed or contracted collectors, subsection (A) says container and bulky-item requirements vary throughout the City depending upon location and the collector servicing the area, and directs residents to the area-specific bulky item rules the City posts on its website rather than a single citywide schedule. The section does set two firm, citywide weight limits: a container serviced by automated equipment cannot exceed the weight limit printed on the container itself, and a container collected manually, without automated equipment, cannot exceed fifty pounds including its contents.

Subsection (A)(1) also requires that anything other than a bulky item go inside a container that can fully close its lid; material that doesn't fit and isn't closed is treated as noncontainerized and cannot simply be piled on the ground, in a bag, or in a box. Subsection (B) backs this up by making it unlawful to place any municipal solid waste, divertible material, or bulky item on public property for collection unless it satisfies those container rules. 100 separately bars setting out prohibited material with a bulky item, including anything longer than four feet or more than eighteen inches in diameter, since County landfills won't accept it, and building debris such as bricks, concrete, and construction scraps may be refused by the collector at its discretion under subsection (B) of that section.
