Carts must not block pedestrian sidewalks, wheelchair ramps, driveways, or fire hydrants. In areas with alley collection, carts are placed inside the alley at the property line. Following collection, all carts must be returned to an approved storage location behind the front building setback by the end of the collection day. Approved storage means the cart is not visible from any public right-of-way. Properties without adequate side-yard access may request an alternative storage arrangement through the Public Works Department. Multi-family complexes use shared bin enclosures that must comply with the city's screening requirements under the zoning code. Bin enclosures must be constructed of durable materials and maintained in good repair. Cart size options include 35-gallon, 65-gallon, and 95-gallon carts for refuse and recycling.
Carts left at the curb beyond collection day or stored visible from the street result in a code enforcement notice. Initial violations receive a courtesy warning with a 7-day compliance period. Subsequent violations may result in administrative fines of $100 for the first citation, $200 for the second, and $500 for additional offenses within 12 months. Improperly screened multi-family bin enclosures may trigger zoning enforcement action.
