Garden Grove Municipal Code Chapter 8.36 regulates solid waste container placement. Bins must be placed curbside no earlier than 5:00 PM the day before collection and retrieved by 10:00 PM on collection day. Containers must be stored out of public view when not set out for collection, behind a gate or inside a garage or side yard.
Garden Grove contracts with Republic Services for residential solid waste collection. Residents receive three carts: trash (black lid), recycling (blue lid), and organic waste (green lid) per California SB 1383 requirements. Carts must be placed at the curb with lids facing the street, at least 3 feet apart and 3 feet from any obstruction such as mailboxes, parked cars, or utility poles. Containers may be set out no earlier than 5:00 PM on the evening before scheduled collection and must be retrieved and stored out of public view by 10:00 PM on collection day. Municipal Code Section 8.36.060 prohibits storing waste containers in the front yard or in any location visible from the public right-of-way between collections. Containers stored in violation are subject to code enforcement action. Overloaded bins with lids that cannot close may be skipped by the hauler. Residents may request additional carts from Republic Services for an extra monthly fee. Bulky items and extra bags placed beside the cart require a separate pickup arrangement.
Code Enforcement may issue warnings for bins left out beyond the allowed timeframe or stored in public view. Continued violations can result in administrative citations starting at $100 for the first offense, $200 for the second, and $500 for third and subsequent violations within 12 months under the city's administrative citation program.
