Section 9.32.190 is the citywide standard for where and how refuse containers, including commercial dumpsters and roll-off bins, must be kept, separate from the residential set-out timing rules in Section 9.32.200. Subsection (A) requires all refuse and refuse storage containers to be stored within an approved storage area or within an enclosed building, meaning a dumpster left in the open without a designated, approved enclosure does not meet the code. Subsection (B) requires that storage area to be maintained in a neat and sanitary manner at all times, not just on service day, and (C) requires it to stay readily accessible both to the tenants or businesses it serves and to the hauler's collection operations, so a dumpster blocked by parked cars or stacked materials is out of compliance.

Subsection (D) permits combining refuse storage areas for multiple units or tenants, provided the combined area is not smaller than the total area that would be required if each unit had its own separate enclosure.
