The blue recycling cart accepts paper, cardboard, glass bottles, aluminum and tin cans, and plastics #1-7. The green organics cart accepts food scraps, food-soiled paper, and yard trimmings. Contaminated recycling loadsβthose containing non-recyclable items, food waste in the blue cart, or hazardous materialsβmay be rejected by the hauler or collected as trash at a higher rate. AB 341 requires businesses generating 4 or more cubic yards of waste per week to have recycling service. AB 1826 requires businesses generating 4 or more cubic yards of waste per week to subscribe to organic waste recycling. The city conducts outreach and education programs and may conduct waste audits. Municipal Code Chapter 8.36 grants the city authority to enforce waste diversion requirements. Multi-family complexes with 5 or more units must provide recycling containers in common areas.
Non-compliance with SB 1383 organics diversion requirements may result in penalties starting at $50 per violation per day for residents and $100-$500 per day for commercial generators after an initial education and warning period. The city's administrative citation program applies to repeated non-compliance.
