200(B) governs where and how a business keeps its dumpsters. Outside of the narrow collection window, meaning the evening before the scheduled pickup and the period before the container is hauled back off the street after collection, every bin, cart or roll-off box used by a commercial premises must sit out of public view inside an enclosure that meets the standards of Title 17 of the zoning code. The enclosure itself has to be kept clean, and any graffiti on it must be removed within 24 hours of discovery.

Recycling areas within the enclosure must be secured against theft of recyclable material while still allowing collection crews access, and containers must be shielded from weather that would make the collected material unmarketable. A sign identifying the recycling and solid-waste collection areas and what materials each container accepts must be posted and kept up. 210 adds a safety layer on top of the placement rule: egress from a stored commercial container can never be blocked, and any compactor or other container with an electrical or hydraulic system must have a clearly labeled, easily accessible, and properly maintained emergency shut-off.
