030 makes arranging for solid waste removal mandatory citywide. Every owner, property manager, tenant or other person in charge of a residential premises (single-family or multi-family) or a commercial premises must do one of two things: subscribe to collection service with the City's franchised hauler, or register annually with the City as a self-hauler and obtain a self-hauler permit. The only carve-out is for premises left entirely vacant for 45 days or more, and the property owner bears the burden of proving the vacancy to the City.
