' Apartment complexes of five units or more must use city- or Franchisee-supplied Bulk Containers unless the City Manager or a designee approves otherwise, and smaller complexes, condominiums and mobile home parks may opt into Bulk Container service as well. 050 sets seven service tiers, from Class A at one collection per week up through Class F at six collections per week, plus a Class G 'special services' tier for construction sites, farms, stables and other properties whose waste volume or character makes standard weekly service impractical.
Commercial and industrial accounts are capped at four City-approved carts collected once weekly before they are pushed into the same Bulk Container class system; anyone who needs more than four carts a week has to move up. The City Manager or a designee decides which class applies and can order a property to change its class if the volume of Solid Waste, Recyclable Materials or Organic Materials it generates does not match its current service level.
Violations & Fines
A Generator who fails to subscribe to the collection level its property actually needs, or who overloads containers beyond the Franchisee's approved capacity, is subject to the same Notice of Violation and citation process that governs the rest of Chapter 10.10 under Section 10.10.200. The City Manager or a designee can unilaterally require a property to move up to a higher-frequency Bulk Container class, and refusing to adjust service after that determination leaves the account out of compliance with Section 10.10.080.
