11 splits refuse containers into two classes: a "Bin" holds at least 1 but less than 10 cubic yards (dumpsters, mini-packer compactors), while a "Drop-off Box" is 10 cubic yards or larger, including Roll-Off Boxes with attached compaction devices. 020 makes it unlawful for anyone other than an authorized City representative to place or leave standing a Bin or Drop-off Box on public or private property, with a narrow carve-out: a licensed construction contractor may use its own Bins and Drop-off Boxes for site clean-up on that contractor's own demolition and construction project.

030 lets the Director post a notice to remove requiring the container off the property within 24 hours; if it isn't moved, the City can haul it away, store it, and dispose of the contents, especially if they include perishable matter, medical waste, hazardous waste, or the load exceeds weight limits. The owner must pay the City's actual removal, storage and disposal costs before the container is returned, and unclaimed containers are deemed abandoned after 90 to 95 days and disposed of. Repeat placements by the same owner after a first removal skip the notice step entirely: the Director can remove it immediately.

110 of the Commercial Zone standards requires the site to provide refuse storage conforming to the City's "Minimum Acceptable Trash Collection Areas" standard on file with Public Works, screened so the enclosure is not readily visible from adjacent streets, residential zones, or other public rights-of-way, with recycling bins provided alongside it.
