Killeen's own bulk collection program under Sec. 24-54 picks up furniture, white goods and other large items curbside for a fee, and the transfer station takes up to 500 pounds free twice a month with a current utility bill under Sec. 24-56. 012 rather than the city's fee schedule. Subsection (f) makes it a Class A misdemeanor once the material weighs 500 pounds or more but under 1,000 pounds, or has a volume of 100 to under 200 cubic feet, and it applies at a lower threshold, more than five pounds but under 200 pounds, when the waste is dumped for a commercial purpose such as a contractor clearing a job site.

Subsection (g) escalates the charge to a state jail felony once the load reaches 1,000 pounds or 200 cubic feet, once a commercial dump reaches 200 pounds or 200 cubic feet, or whenever the waste is sealed in a closed barrel or drum, regardless of weight. A prior conviction under the statute moves the next offense up one penalty category automatically under Subsection (h). Because bulky waste like couches, mattresses and appliances is exactly the material Sec. 24-54 already collects for a modest fee, Killeen code enforcement and police treat illegal bulk dumping as a deliberate attempt to avoid that charge.
