Killeen's solid waste account is not optional: Sec. 24-46(a) ties it to the water account, so any home receiving city water automatically owes the mandatory monthly collection fee and the solid waste deposit set in the adopted fee schedule. Active military members can have that deposit waived, and any customer who avoids a late-payment penalty for twelve straight months gets the deposit refunded and credited to the utility account. A second late fee inside the following twelve months puts the full deposit back on the bill.

The base rate buys three separate weekly services under Sec. 24-46(b): once-per-week collection of garbage and rubbish in the city-issued roll-out container, once-per-week brush collection up to six cubic yards, and once-per-week yard waste collection of up to six bagged loads of leaves, grass clippings and trimmings. Anything beyond those limits, such as extra bags or oversized brush piles, draws an additional charge under the adopted fee schedule. Bulk items like furniture and appliances are handled the same collection day for a separate bulk fee under Sec.

24-46(c), and account holders or their authorized agents are the only ones who can request account changes or added services. The city is the exclusive solid waste provider inside Killeen.
