Killeen, TX Trash & Recycling: Dumpster Rules (2026)

Sec. 24-69 requires commercial customers to provide a readily accessible site on their own property for the dumpster, and it flatly bans locating a container in a street, right-of-way, the traveled part of an alley, or an intersection sight triangle. The site also needs overhead clearance for the collection truck's boom, and final placement is subject to the solid waste director's approval under the pad standards in Sec. 24-74. Those standards, which apply to all new container service requests, require a concrete pad and approach apron: the approach apron must be at least fourteen feet wide and fifteen feet deep, and the pad where a single container sits must be fourteen feet wide and twelve feet four inches deep, on an approach that doesn't vary more than ten degrees from horizontal.

Every pad needs screening on all sides, either a concrete or masonry wall or a metal R-panel or U-panel fence at least six feet tall, coated and capped, with a securable gate on one side that can't block pedestrian or vehicle traffic, a fire lane, or a handicap space when open. Two six-inch-diameter concrete-filled bollards, eight feet long and set no more than five feet apart, protect the enclosure, and the opening for a single dumpster must be at least thirteen feet four inches wide with all gates open, doubling to twenty-six feet four inches for two dumpsters.

The solid waste director can grant an exemption from these dimensions if a site's shape or other special circumstances make literal compliance impracticable under Sec. 24-74(j).
