La Mesa's refuse contract does not include unlimited bulk hauling at the regular rate. Section 7.20.090 defines an unusual accumulation as anything in excess of ten receptacles, bags or bundles, or any combination of the three, and for that volume, or for collection at a location not otherwise covered by Chapter 7.20, the contractor and the customer are free to agree on a separate rate rather than use the standard charges fixed in the city's collection contract under Section 7.20.080. That standard contract rate cannot exceed the maximum charges the city council sets in the contract, but the unusual-accumulation rate is a private negotiation between hauler and resident, so a household clearing out furniture, yard debris or a large cleanup should expect a contractor-quoted price above the regular monthly bill once it passes the ten-item threshold.

Section 7.20.100 backs the charge with a payment mandate: no one who has garbage or refuse collected under the chapter may willfully neglect or refuse to pay the agreed rate. If a resident disputes the amount, Section 7.20.110 sends the dispute to the city manager for a binding determination, appealable to the city council within five days.
