Escondido, CA Trash & Recycling: Bulk Item Disposal (2026)

Municipal Code Sec. 5(e)(1) requires Class I franchisees, the companies holding the city's exclusive residential and commercial collection franchise under Sec. 4(a), to collect and dispose of large bulk items on 24 hours' notice from the resident, subject to a maximum charge and any additional limitations the city council sets by resolution. The same subsection, Sec. 5(e)(2), requires each Class I franchisee to run an annual community cleanup under criteria the city establishes. Bulk collection is folded into the broader franchise structure: Sec. 1 lets the city council issue no more than two Class I franchises absent a finding of public convenience and necessity, and Sec.

unless the city manager gives prior written permission for a different time. Franchisees must exercise reasonable care to prevent spillage and clean up any that occurs immediately under Sec. 10, and Sec. on workdays, with an answering service after hours, for residents to schedule bulk pickups or file complaints. Charges for bulk collection, like other collection charges, are billed with water and sewer service under Sec. 4, and a resident who disputes a bulk-item charge can pay under protest and file a written statement with the city manager for review, then appeal to the city council, under Sec. 7.
