Municipal Code Sec. 1 makes it mandatory for all occupants, residential and commercial, to separate recyclable materials and organic waste from solid waste and to participate in recycling through the city's contracted hauler or franchisee. Occupants are not locked into the city hauler: Sec. 1(c) lets any person self-haul recyclables to an authorized recycling facility, sell or exchange them at fair market value, or donate them for reuse, though the city manager may restrict self-hauling after notice and a hearing if it violates the chapter.

10 to confirm compliance, but the ordinance bars entry into the interior of a private residence. De minimis and physical-space waivers from container or service requirements are available under Sec. 4, renewable every five years upon written verification. Enforcement runs through Sec. 11: violations trigger a notice of violation and an administrative fine under the city's citation procedures, and the city may also pursue civil action or prosecute a violation as a misdemeanor or infraction, batching cases until court action is a reasonable use of staff resources.
