California law mandates recycling and organic waste diversion for all jurisdictions, including Vista. Under AB 341, all residents and businesses must recycle. Under SB 1383 (effective January 1, 2022), all residents must separate organic waste β including food scraps, food-soiled paper, and yard trimmings β from landfill trash and place it in the green waste cart. Accepted recyclables in the blue cart include: mixed paper and cardboard (flattened), glass bottles and jars, aluminum and tin cans, and plastics #1-5 and #7. Items that contaminate recycling and must go in the trash include: plastic bags, Styrofoam, food-contaminated containers, diapers, textiles, and electronics. EDCO provides educational materials and cart tags to help residents sort correctly. Residents who repeatedly contaminate recycling carts may receive tags explaining what was wrong. The City of Vista participates in CalRecycle's reporting requirements and must demonstrate organic waste diversion progress. Edible food recovery provisions under SB 1383 require large food generators (grocery stores, restaurants) to donate surplus food to food recovery organizations. Residents can reduce organic waste through home composting, and EDCO sells backyard composting bins at discounted rates.
Contaminated recycling carts may be tagged and left uncollected until corrected. Chronic contamination may result in additional charges or removal of recycling service. Under SB 1383, the City may impose penalties on businesses that fail to comply with organic waste separation. Residential enforcement currently focuses on education, but penalties may increase as CalRecycle enforcement ramps up.
