Chula Vista, CA Trash & Recycling: Recycling Requirements (2026)

CVMC 8.25.030(A) establishes "a Recyclable Material and Organic Waste Collection service program... available to all individuals, residents, businesses, and institutions in the City," and subsection (B) makes participation mandatory: "All owners or occupants of a premises or property within the City, except those Single-Family Generators who meet the self-haul requirements... shall be required to subscribe with the Authorized Collector for Recycling Container and Organics Container collection." The only built-in outs are self-hauling your own recyclables in your own vehicle, backyard composting that doesn't become a nuisance, or a City-approved waiver for a commercial business that generates only a de minimis amount of organic waste (under 10 or 20 gallons a week, depending on total waste volume) or lacks physical space for the containers.

Separation duties sit in CVMC 8.25.050(B): generators must "prepare and separate Recyclable Materials and Organic Waste from Garbage," place them in the correctly colored Recycling and Organics Containers, and keep the containers "in a sanitary condition at all times." Commercial businesses have added duties under 8.25.050(E) and 8.25.055, providing labeled containers for employees and customers, posting signage on what's separated, and giving new tenants written sorting instructions within 14 days of move-in.

Recycling containers are strictly one-way: CVMC 8.25.040(E) makes it "unlawful for any individual or Entity to dispose, dump, or otherwise place material other than Recyclables in a Recycling Container," and containers that don't comply with the storage rules are presumed to be garbage and can be hauled off as such.
