CVMC 8.24.010 declares that "the minimum weekly collection of Solid Waste from all residences and places of business in the City benefits all occupants of residences and businesses within the City. Accordingly, the collection of Solid Waste in the City is a mandatory service and shall not be discontinued." That mandate is carried out in CVMC 8.24.060, which puts the duty on "every individual or Entity owning or having the care or control of any premises or property in the City" to keep the property clean and sanitary and to "provide for weekly scheduled Garbage Collection service by means of the City's Authorized Collector and pay for such services."

The only way out is a written exemption. CVMC 8.24.060 allows an owner or occupant to instead haul their own waste to a state-permitted landfill or transfer station, but only "by applying for an exemption in writing in advance and receiving such exemption" under CVMC 8.24.180. That section caps exemptions at 180 days and disqualifies anyone who's been cited for a code violation or been late on solid waste fees within the past six months. Disputes over a denied exemption can be appealed to the City Manager. Billing runs through the Authorized Collector on a bimonthly cycle for residential and small-business customers, and CVMC 8.24.180 backs the mandatory-service requirement with late fees, a $10.00 restart charge, and ultimately a property-tax lien for accounts that stay delinquent past the notice periods.
