Vista residents must place trash, recycling, and green waste carts curbside by 6:00 AM on collection day with lids closed and handles facing the house. Carts must be at least 3 feet apart and away from mailboxes, cars, and other obstructions. Carts must be returned to storage by end of collection day.
EDCO Disposal provides detailed cart placement guidelines for Vista residents. On collection day, carts must be placed at the curb or edge of the street with the handles facing the house and the arrows on the cart pointing toward the street. Lids must be fully closed β overfilled carts with open lids may not be collected. Each cart must be at least 3 feet from other carts, mailboxes, parked vehicles, utility poles, fire hydrants, and any other obstructions. Carts should be placed on a flat, level surface and not on slopes where they could roll into the street. Carts must not block sidewalks, driveways, or ADA access ramps. Between collection days, carts must be stored out of public view β behind the front building line, in a side yard, garage, or screened enclosure. Carts visible from the street between collection days may result in a code enforcement notice from the City. Carts left curbside beyond collection day or stored in view from the street may result in a code enforcement notice. First violations receive a written warning. Continued violations may result in administrative citations starting at $100. Overfilled or improperly placed carts may be skipped by the collection truck and not collected until the next pickup day.
