030(B), every property owner or occupant who generates solid waste must keep a receptacle supplied by the city's contractor, with lid and handles, holding no more than 96 gallons, for garbage, recyclables and organic waste together. Residents in the R-E-20 and R-E-40 estate zones may use larger contractor-supplied bins above 96 gallons, but those oversized containers cannot be stored or maintained in the property's required front yard setback at any time outside a scheduled pickup window. the day before the scheduled collection day, and every container must be pulled back off the curb or out of the alley by noon the day after collection.

Multi-family complexes of more than three units must provide contractor bins sized to at least one-half yard of capacity per dwelling unit per week, and the city council can order more frequent pickup for a complex by resolution after a public hearing if sanitation or health conditions require it. Businesses and commercial accounts may instead use one-cubic-yard to six-cubic-yard bins designed for mechanical dumping, which must stay covered and, where locks are required, locked between pickups. Single-family customers get a limited allowance to hold an oversized bin for up to 90 total days in any 12-month period without violating the setback rule.
