(e)Special pickup. Each residential customer receiving and entitled to residential curbside solid waste collection shall be entitled to receive up to two (2) collections annually of special pickup solid waste without charge. Collection of special pickup solid waste shall be arranged by said customer with the solid waste collection services provider. Said customer shall pay the solid waste collection services provider, directly, for any special pickup solid waste collections in excess of the annual number provided herein, upon being billed by the provider for the same at the rates approved by the city council from time to time. Each special pickup solid waste collection shall be limited to special pickup solid waste items weighing no more than one hundred (100) pounds each and no larger than three (3) cubic yards in size.
