Section 8.08.020 lists seven categories of material barred from the county's disposal and drop box sites under Chapter 8.08, including trees, limbs, and brush at item A and waste building materials or demolition debris at item G, alongside unboxed paper, dead animals, explosives, raw sewage, and burning materials. Because brush and construction debris cannot go into the resident drop boxes covered by Section 8.08.010, unincorporated residents clearing land or finishing a remodel must arrange disposal outside the county's basic drop box system, such as through a designated commercial dump under Section 8.08.010 or a private hauler.

Section 8.08.040 adds a separate rule for anything that does reach a drop box site: no one may pick over or examine dumped material for salvage purposes without first getting written permission from the county commissioners, which keeps bulky discarded items such as appliances or furniture from being scavenged at will. Section 8.08.050 folds the state's minimum functional standards for solid waste handling, WAC Chapter 173-304, and the state landfill criteria, WAC Chapter 173-351, into the county code by reference, so bulk material that cannot go to a resident site still falls under those state handling standards wherever it is ultimately taken. A violation of the prohibited-materials list is a misdemeanor under Section 8.08.060.
