Chapter 8.08, Solid Waste Handling and Facilities, governs how unincorporated residents dispose of household waste in the absence of a countywide curbside collection service. Section 8.08.010 restricts county disposal and drop box sites to noncommercial collectors who are Walla Walla County residents, and requires deposits to be made only from cars and pickups or from trailers drawn by them; it separately bars dumping from other vehicles and requires commercial collectors and trucks to use designated and established dumps instead of the resident drop box sites.

Section 8.08.030 requires all material at drop box sites to be placed only in the furnished drop boxes, and once those boxes are filled, no dumping is permitted at that site at all, regardless of how the resident arrived. Section 8.08.050 separately adopts by reference the state criteria for municipal solid waste landfills, WAC Chapter 173-351, the solid waste handling standards of WAC Chapter 173-350, and the minimum functional standards of WAC Chapter 173-304, so any amendment to those state rules automatically becomes part of the county's own solid waste code once filed with the county auditor.

Violation of any part of Chapter 8.08 is a misdemeanor under Section 8.08.060, carrying a fine and possible jail time, with each day of continuing violation charged as its own offense.
