Bulk item waste is defined broadly under § 10-1 to include discarded furniture, fixtures, carpet, mattresses, household appliances of all kinds, and automobile tires, but excludes white goods, refrigerators, ranges, and similar large appliances once their regulated components are stripped. Ordinarily § 10-3(a) forbids dumping, unloading, depositing, littering or leaving any solid waste, bulk items included, on streets, alleys, sidewalks, beaches, public property, ravines, or private premises; the only lawful placement outside curbside collection is in a properly permitted disposal location or container. Section 10-3(a)(3) carves out one exception for bulk items: in the week following a natural disaster or other emergency, or at any other time the city officially designates, residents may place bulk items where the city designates for a large-scale clean-up.

Outside that emergency window, § 10-4(b)(4) still lets bulk item waste and white goods go uncontained at the curb line of a residential unit for regular collection, unlike garbage and refuse, which must be bagged or fit inside the provided 65- or 95-gallon container. Building material waste too large for the standard container falls under a separate rule, § 10-11: the generator must pay for its removal and disposal at places the director of public works approves, unless small pieces fit in the standard container and can go out at the curb.
