010, 'bulk items' means discarded residential items heavier than 50 pounds or otherwise unable to fit within an approved cart, including furniture, chairs, couches, tables, mattresses, box springs, carpeting and padding, snow blowers, push and riding lawn mowers, disassembled outdoor play equipment, large toys, bicycles, and fish aquariums. 020(d) classifies bulk item removal as a 'special service': any waste collection needing more than the single cart the City or its collector assigns for solid waste or recyclables, including bulk items, major appliances, yard waste, and electronic devices, must be requested by the owner or occupant directly from the collector rather than left at curbside on the regular collection day.

The collector sets its own rate schedule for these special pickups, available from the collector or the Wausau City Clerk. Billing goes directly to the requesting owner or occupant, and the collector decides at its discretion whether and how to perform the service. 080(d) carves out an exception: bulk items may still be set out, without a special-service request, for City-authorized annual collections such as spring cleanup and fall leaf pickup. 130 if they accumulate on the property.
