Special Garbage Pickup is scheduled by the customer through Utility Customer Service at (509) 575-6080; fees are billed to the customer's monthly utility account based on volume and item type, with rates set by Council resolution and published on the Refuse Division's Bulky Waste Rates page. Tires, appliances, bulk yard debris, and household items are routinely accepted; items containing refrigerants (refrigerators, freezers, air conditioners, dehumidifiers) require special handling under federal Clean Air Act Section 608 (40 CFR Part 82) before disposal, and most are processed through the Yakima County system rather than picked up directly. Household hazardous waste (paint, solvents, used oil, pesticides) and electronics (TVs, computers, monitors) are NOT accepted in regular curbside pickup β household hazardous waste is taken to Yakima County's collection program, and electronics fall under the Washington E-Cycle program administered by the Department of Ecology under Chapter 70A.500 RCW, which provides free covered-electronics recycling at certified collection sites. Contractor construction debris (drywall, framing lumber, roofing, concrete, demolition material) is the contractor's responsibility and must be hauled directly to a permitted facility β typically Terrace Heights Landfill. Dead animals, bulk liquids, and infectious materials are prohibited from all curbside service.
YMC Chapter 4.16's general penalty applies: up to $250 and/or 90 days. Illegal dumping of bulk items in alleys, parks, or vacant lots is a separate code violation and can also be charged under RCW 70A.200 (Solid Waste Management β Reduction and Recycling) for litter and illegal disposal. Refrigerant venting from an appliance without recovery violates federal Clean Air Act Section 608 (40 CFR 82.156) with civil penalties up to $44,539 per day per violation as adjusted for inflation. Disposing of household hazardous waste or electronics in regular trash violates Chapter 173-303 WAC (Dangerous Waste Regulations) and the Washington E-Cycle rules under Chapter 70A.500 RCW. Failure to use the Yakima County disposal system as required by YMC 4.16 can also be cited.
