Summary

Bulky items like appliances, furniture and tree limbs don't go in regular Yakima carts: each bulk refuse collection carries its own separate fee under the city's fee schedule.

A bulk refuse charge, as set forth in the city of Yakima master fee schedule adopted via resolution by city council, is imposed on each collection of bulk refuse.

4. All of the charges and fees for garbage, refuse and yard waste collection shall be billed for and paid at the same time and for the same period as billings and payments are made for other city utility services; or, in the event a customer is served by the refuse division but is not served with another city utility, garbage and refuse collection charges shall be billed and paid for according to the schedule which would be applicable to such customer were he so served with another city utility service. Accounts shall become delinquent if not paid within the time specified by YMC § 7.50.080 for payment of water service charges.

Full Breakdown

Yakima defines "bulk refuse" as large items such as appliances, furniture, large auto parts, trees and branches, palm fronds, stumps and floatage (YMC 4.16.010). Regular cart and bin service does not cover these items: each bulk-item collection triggers a separate bulk refuse charge set in the city's master fee schedule, adopted by council resolution rather than fixed in the code text itself (YMC 4.16.140(C)(3)). Oversized yard material over three inches thick or too long for a cart can also be scheduled as special haul material for an added fee under subsection D of the same section.

Violations & Fines

No cart-side bulk fee is criminal, but dumping bulk items on public or private property still violates YMC 4.16.020, punishable by up to $250 or 90 days under YMC 4.16.240.
