Summary

Yakima residents must carry enough weekly pickups or containers so refuse never overfills; overfilled carts draw fines and possible service increases.

Persons who obtain refuse service for collection of refuse in the residential or business classification shall provide adequate pickups per week or containers to ensure that the amount of refuse generated does not overfill the containers. Containers shall be considered overfilled when the lid will not close due to the amount of refuse deposited therein or when said container is full and additional refuse is left at the premises in violation of YMC § 4.16.070. Any person violating this provision shall, upon conviction, be punished by a fine not to exceed one hundred dollars. This infraction is a singular continuing offense for each day that passes.

2. At any premises where the city of Yakima provides metal bin or automated refuse service, if said containers are repeatedly overfilled, the city of Yakima may require an increased number of pickups per week, increased number of containers, or increased size of container or may terminate service. As used in this section, “repeatedly overfilled” means that the container is over-filled for any three consecutive pickups.

Full Breakdown

Yakima's refuse and recycling division requires every residential and business account to arrange adequate pickups per week or container capacity so trash doesn't overflow. A container is legally "overfilled" once the lid won't close or extra refuse is left beside it. Repeatedly overfilled carts (three straight pickups) can trigger a city-ordered increase in pickup frequency, container count, or size, or termination of service, with a right to object and appeal to the director of public works and city council.

Violations & Fines

Fine up to $100 per overfilled-container violation, charged as a continuing daily offense; repeated overfilling can trigger mandatory service increases or termination.
