Summary
Broken Arrow requires every single-family and two-family household to sign up for the city's garbage and trash collection service, and the city can enroll and bill non-registrants anyway.
(a)Residential service for garbage and refuse. To assist in maintaining the general sanitation and health of the city, it shall be the duty of every person occupying or having control of the occupancy of any single-family or two-family premises located within the city limits to notify the revenue division of the finance department at the beginning of such occupancy, and to request, accept and use the city's garbage and trash pickup and collection service. This expressly includes apartment dwellers whose circumstances can be administered as a single-family account.
Official source re-checked September 7, 2026: no newer edition of the code had been published (publisher’s edition: Code of Ordinances: Supplement 43).
Full Breakdown
Sec. 12-21(a) makes it every occupant's duty, at single-family or two-family premises (including apartment dwellers billed as a single-family account), to notify the finance department's revenue division at move-in and to request, accept, and use the city's garbage and trash service. Skipping that notice doesn't stop the city from adding the address to its collection routes and billing for service anyway. Households actually served by a licensed private hauler under Sec. 12-3 are exempt. Related sections set the schedule mechanics: containers may not go to the curb before 5:00 p.m. the day before pickup and must come off the curb within 12 hours of being emptied (Sec. 12-23), with pickup frequency set by the city manager (Sec. 12-24).
Violations & Fines
Failure to request service doesn't excuse the duty: the city can add the address to its collection routes and bill for service regardless, per Sec. 12-21(a).
