Summary

Caddo Parish runs no curbside pickup route in the unincorporated parish. Residents haul household garbage and trash themselves to parish-operated solid waste collection sites, capped at 180 gallons per trip, under Code of Ordinances Chapter 42, Article II.

These county ordinances apply to unincorporated areas of Caddo Parish. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

The parish solid waste collection sites are intended for the use of parish residents to dispose of household garbage and trash. The separation of items for recycling is encouraged at each site by having containers for acceptable recyclable goods. White goods will be accepted to be removed to a recycling facility. Only household waste that can be disposed in the Shreveport landfill and recycled material accepted at the Shreveport recycling center will be accepted. No individual may dispose of more than 180 gallons of household waste per trip. There is no limit on the recyclable goods that may be deposited per trip.

Full Breakdown

Unlike an incorporated city with a weekly truck route, unincorporated Caddo Parish handles residential disposal through a network of self-haul collection sites. Sec. 42-21 states the sites "are intended for the use of parish residents to dispose of household garbage and trash" and caps each visit: "No individual may dispose of more than 180 gallons of household waste per trip." Only waste that can be handled at the Shreveport landfill is accepted, since the parish contracts disposal capacity there rather than owning its own landfill.

Sec. 42-25 restricts use to people who actually live in the parish: "No person may deposit any item, material or substance at a parish waste collection site unless legally domiciled in the parish," so residents of Shreveport, Vivian, Blanchard, Oil City, Greenwood or Mooringsport (all separately incorporated with their own collection arrangements) cannot use the parish sites. Sec. 42-23 lists what a container may never hold, including commercial or industrial waste, construction debris, dead animals, white goods, and yard waste such as grass, weeds, pine straw, twigs and tree trimmings, meaning those materials need separate arrangements.

Sec. 42-24 makes it unlawful to leave material outside a container or to remove items already placed in one, which covers scavenging as well as illegal side-dumping at the sites themselves. There is no assigned collection day because there is no truck route to a household; the schedule question in Caddo Parish is really a site-hours and site-location question, not a weekly pickup calendar, and that structure has been unchanged since it was codified from Code 1985, § 10-15 through Ord. No. 2890 in 1992.

Violations & Fines

Chapter 42 carries no stand-alone fine schedule for site misuse, so Sec. 42-1 applies the general chapter penalty of Sec. 1-8: up to $500.00 and/or up to 30 days in the parish jail, with each day a violation continues counted as a separate offense. Leaving trash outside a container, exceeding the 180-gallon trip limit, or using a site without being domiciled in the parish are cited on that basis.

Frequently Asked Questions

Does Caddo Parish pick up trash at the curb?
No. The unincorporated parish has no curbside route. Sec. 42-21 sets up parish collection sites where residents bring their own household garbage and trash, capped at 180 gallons per trip, rather than a weekly truck pickup.
Can Shreveport residents use the parish drop-off sites?
No. Sec. 42-25 limits site use to people "legally domiciled in the parish," and Shreveport, Vivian, Blanchard, Oil City, Greenwood and Mooringsport are separate incorporated cities with their own collection systems.
What can't go in a parish collection container?
Sec. 42-23 bars commercial or industrial waste, construction debris, dead animals, white goods like refrigerators, and yard debris such as grass, weeds and tree trimmings from the household containers.
