Summary

Commercial dumpsters and recycling containers in unincorporated Caddo Parish cannot sit in a front or corner side yard or on the right-of-way, and the Unified Development Code requires a solid, gated enclosure six to eight feet tall around three sides, built under its own building permit.

City-specific rules exist: Shreveport has its own dumpster rules rules that differ from Caddo Parish's county-level regulations. If you live in Shreveport, check the city-specific page instead.

1.Dumpsters and recycling containers are prohibited in the front or corner side yard. No dumpsters or recycling containers may be located on any public right-of-way.2.All dumpsters and recycling containers must be fully enclosed on three sides by a solid fence, wall, or wall extension of the principal building a minimum of six feet and a maximum of eight feet in height. The enclosure must be gated. Such gate must be solid. Such construction requires a building permit. This requirement does not apply to refuse containers located in an alley.

Full Breakdown

UDC § 7.3.T governs dumpster and container placement for every property in unincorporated Caddo Parish, not just single-family lots. Two placement bans apply first: dumpsters and recycling containers cannot go in the front or corner side yard, and none may be located on any public right-of-way (§ 7.3.T.1). Where a dumpster is used, it has to be screened by an enclosure that is fully solid on three sides, built as a fence, wall, or extension of the building's own wall, standing a minimum of six feet and a maximum of eight feet tall; the enclosure needs a gate, and the gate itself must be solid rather than open lattice or chain-link (§ 7.3.T.2).

That enclosure counts as construction requiring its own building permit before it goes up. The one carve-out is for refuse containers set in an alley, which do not need the three-sided enclosure at all (§ 7.3.T.2). Drainage matters too: a dumpster cannot be positioned so its disposal area drains toward a storm drain or off the site, and it has to stay covered rather than left open to drain freely onto the pavement (§ 7.3.T.3). Properties that already existed when the Code took effect, and whose dumpsters were not previously required to be enclosed, are exempt from the enclosure rule unless the site is later redeveloped or the existing building or parking lot expands (§ 7.3.T.5).

Violations & Fines

The Zoning Administrator enforces the dumpster standards and can order an unscreened or misplaced container brought into compliance, seeking an injunction through the Parish Attorney if necessary (UDC § 19.1-19.2). Building without the required enclosure permit, or ignoring a compliance order, is fined under UDC § 19.3-19.4, with each day of noncompliance treated as a separate offense.

Frequently Asked Questions

Does my commercial dumpster in Caddo Parish need to be screened?
Yes, unless it sits in an alley. UDC § 7.3.T.2 requires a three-sided solid enclosure between six and eight feet tall with a solid gate, and building the enclosure itself requires a building permit.
Can I put a roll-off dumpster in my parking lot facing the street?
No. UDC § 7.3.T.1 bans dumpsters and recycling containers from the front or corner side yard and from any public right-of-way, no matter how the rest of the site is laid out.
My building is older and never had a dumpster enclosure. Do I have to build one now?
Not yet. UDC § 7.3.T.5 grandfathers existing properties whose dumpsters were not required to be enclosed, until the site is redeveloped or the existing building or parking lot is expanded, at which point the enclosure standard applies.
