If the owner, lessor or possessor of any vehicle subject to this division is a corporation, it shall be unlawful for any officer, director, manager, agent or employee thereof to allow any such vehicle to be operated in violation of this division. It shall be unlawful for any person to permit the operation of any vehicle on premises owned, leased or possessed by him in violation of this division.(b)The operation of vehicles for garbage dumpster loading is hereby prohibited between the hours of 9:00 p.m. and 6:00 a.m., within 150 feet of any dwelling located on property zoned as a residential district under the city zoning ordinance.
